Do I need an Importer of Record in every country I ship to?
Yes. Every country requires a registered IOR for goods crossing its borders. For most brands, that means either setting up a local entity in each market or working with a third-party IOR like OpenBorder. We act as the IOR in 30+ countries, so you don't have to register anywhere.
What's the difference between IOR and MOR?
IOR is responsible for goods crossing the border — customs, duties, compliance. MOR is responsible for selling the goods to the customer — sales tax, refunds, consumer protection. Some markets require both. We can act as either or both, depending on what your business needs.
What if I want to set up my own IOR instead?
You can. But it usually takes 3–6 months per market and costs $15K–$50K to set up — plus ongoing maintenance, customs broker fees, and compliance work. Most brands find that working with us is faster, cheaper, and lower-risk than building it themselves.
Who's liable if there's a customs issue?
